I think Jio is forcing people to take OTT with Fiber, although it is for a low price compared to taking each OTT individually. It could be because they want OTTs to develop apps for their STB to make Jio OS more popular in India.

They are not. You can buy fibre or pay a minimum plan of ₹100 + GST every month to keep the smartbox. It's not mandatory to buy the box.

Yes, but only applicable for 30mbps and 100mbps plans. For other plans you are forced to take the OTT plan.

Why Jio fiber is not adding any New popular Apps in their plans.Tata play is having some 20+ apps in their OTT Packs.

It's time Jio to add more Apps and introduce more plans with more apps. Instead of providing apps separately like Aha , Klikk..
