Not available for other isps, but you can view FTA channels with Jio mobile hotspot.

Basically its not any offer. The thing is if you are a jio fiber/airfiber user then you can use jiotv+ on any other smart tv (except samsung tv) or smart box simultaneously by installing it. Jiotv+ login not available for non jio fiber/airfiber users.
We can't login if we don't have jio fiber/ airfiber connection. Its not available for jio mobile users. It's only work with jio mobile data after you successfully login.
Here We are not talking about any unofficial methods.

Can I login using my friend's registered mobile number which has a jio airfiber connection? While logging in I'll just use my jio mobile hotspot for my android tv. For context, I'm on BSNL wifi. Will this work??

It will work as long as you are on Jio network,
I tried it but works on Jio 5G only using mobile, cannot access the content using BSNL fiber nor Jio 4G after login. I'm guessing this behaviour is due to the airfiber being implemented using the same tech as 5G
