Is winner of Package B allowed to Bid for Package C or not?
Package B winner can go for Package C. so that IPL digital rights remains with them exclusively.

I am not sure whether they can bid or not But the winner of package B can challenge the winner of package C.

IPL would be a launching platform for Paramount+ in India next year to grab eye balls, else they are like HBO Max who don't have much content to cater to Indian audiences and Voot might be merged into it plus they'll have all the bells and whistles with 4K streaming etc once they launch.
