Lol! As if ICC has any say in how BCCI conducts IPL..

From next year onwards mostly Associate players like David Wiese, Bas de Leede, Liam Plunkett can play as 5th Overseas Players from associate nation player quota and 10% fees Franchise will pay extra to their respective country boards.

IPL teams already pay 10% fees to the player's respective boards. Full members or associate members doesn't matter for these at all.

This rule was already applied in WPL 2023, Same shall be applied in upcomming Men's IPL 24.
