Still haven't got a clear answer if for this case will the unused data get carried forward.

Previous recharge: ₹901
Recharge I am going to do now: ₹199
No in this case data can’t be carried forward since 199 plan have daily data

Thanks. I too figured this out. For the 'Fixed Data' to get carried forward to your next recharge, this next recharge also needs to have a 'Fixed Data' component. Recharging with any plan with has only Daily Data (and no Fixed Data) will not carry forward the Fixed Data. I was on Rs 901 plan which had both 3GB/day and 48GB Fixed Data. On my last day, 20 GB of Fixed Data was left. I recharged with just Rs 149 plan which gives '1GB Fixed Data' and 21 days validity, and the entire 20 GB got carried forward, so now I have 20GB+1GB data, valid for next 21 days.
Can we carry forward data from ₹418 to ₹118..?
Going by the above explanation; and my experience in the past (using Rs 351, and then Rs 98 to carry forward the data), I think yes, the data will get carried forward for the current Rs 418 + Rs 118 combination. However, I cant confirm as I am not officially Vi's voice :)

The sad part also being, no one in Vi will be actually able to answer this correctly. So take a chance, most likely it WILL get carried forward.
