This statement is correct for Idea in TN. Atleast in my area. Before merger, I rarely or I never got data issues. After merger, it's total opposite. When my phone connects to Vodafone network, speed will be pathetic.

Yes, I can confirm this. Luckily I use a phone that supports Band1+Band3 CA. Band 1 LTE of Vodafone is totally congested and it was always getting selected by default in non-CA enabled phones, sadly.

They are slowly upgrading minimum recharge from Rs.49/- to Rs.78/79 and then Rs.99/- for 28 days

I ported my Jio number to Vi on 29th & from today I'm getting signal on my VI number but I'm unable to use it as my Jio sim is still active. Jio customer care is not helping in any way & VI care is saying until & unless you'll not do tele-verification, you'll not able to use it.

Minimum recharge is Rs 46 across all circles. They offer different variants of all-rounder packs in all circles tho.
