Changing resolution also not solving problem.

try to download something else. cuz if you're using cracked games some options can't be changed.

Then the game show work in full.screen did you upgraded direct x ??

understood your problem. GTA SA was developed for 4:3 screen resolution (It's an old game) but some graphics allow to fit 16:9 monitors by stretching, as a result you get full screen. But it's not stretching that's why you are getting black bars.
Try google it Gta SA widescreen fix. There may be some mod or fix available.

btw did you reinstall gta sa. that could fix your issue.
