Tata Play Binge increased the subscription price (by ₹50) after adding Apple Tv+

The Super plan now costs 299 and Mega plan cost 399

They should launch a cheaper plan that would provide the user with all the Pan-Indian streaming services and allows to select 1 or 2 regional OTT instead of 10.

That again becomes the same dilemma as the a-la-carte channel price and bouquet discounting which we have been seeing in DTH over the years. The reason we are able to get that discount is because the unpopular OTTs (channels) get bundled with the popular ones, thus increasing the overall subscriber base of those OTTs (channels) which helps the aggregator negotiate a lower per-subscriber rate from the content provider.
If they offer just the popular OTTs then they won't be able to provide the deep discounts of bundling due to lower subscriber base that they are able to offer the content providers.
There was an issue with linear TV channels pricing which gave rise to OTT, but now even OTT is facing the same challenges due to too many separate platforms, which has now brought OTT aggregators to the forefront. Now the battle will be between various aggregators and their bundled offerings.

But apple tv+ is not available for super plan right! ₹50 hike makes no sense unless they provide JioCinema Premium for both the super & mega plan users.

It's due to general cost of services. When they add a new platform they don't immediately increase the price, they wait till they add a few and then increase together. We may see the price remaining constant now for sometime even when they add more premium content including Jio Cinema.
Also they can't have a ₹150 difference between the Super and Mega plans, they want as many people on the higher plan as possible. They might add a ₹199 plan with just the regional OTTs without the Pan India popular ones if they want to milk the bottom line.

There atleast needs to be a English centric OTT plan or Sports only packs. Also come to JioFiber box. That box doesn't have most important OTT services like FIFA+ or Apple TV+.

They can offer D+HS, Sony Liv and Zee5 for 199/- as Yupp tv is already offer for BSNL broadband users.

I would say Tata Play is almost the complete package just misses an ultra premium package which includes Netflix, Prime video and Discovery plus.

And to create a complete sports package it just misses Fancode.

How does this aggregator work? Do we need to create 27 user accounts and have all the apps installed? Or do we only need a Tata account and Tata app?
It's actually midway between both the scenarios described by you. You definitely need to make a Tata play Binge account and most of the OTTs' content will play within the Tata Play Binge app, but some major OTTs like Disney+ Hotstar, Zee5, Sony LIV, Jio Cinema etc will redirect to their respective apps which you will need to have installed on your device. Once you are directed to those apps from Tata Play Binge and login with the same number as that registered on Tata Play Binge, you will get the subscription of those OTTs activated in those apps. Later you can even access those apps directly, you need not always launch Tata Play Binge to play that content.
