BSNL and MTNL to be merged

BSNL has been allotted MSC codes (Number series) by DoT for Delhi circle which was initially served exclusively by MTNL. We could soon see a full fledged rollout of BSNL 4G network in Delhi and maybe followed by the same in Mumbai circle.

These MSC codes belong to erstwhile Tata Docomo network (Now, airtel) for A.P. & Telangana circle. How come DoT allot already in use series to other circle? They should have allocated unused series instead!

Numbering resources are limited and DoT needs to recycle the unused ones for proper utilisation. When Airtel acquired Tata Docomo, they got their subscribers along with their existing number form that series, but Airtel did not get the entire number series (MSC codes) to assign to new subscribers, that went back in DoT's possession.
Now DoT has allotted it to BSNL to use for new connections in Delhi circle, as and when the Airtel (erstwhile Docomo) connections from that series get deactivated, they will come back to BSNL for assigning to new subscribers.
DoT has yesterday taken back the unused MSC codes of Aircel also in few circles to allot to other operators since Aircel has shut it's operations.

If some airtel customer with this no. series from A.P. circle lose his no. (say, deactivated for no recharges done) and wants his no. to be reissued back, will airtel still possess the right to reissue that particular no. I mean, is there any timeframe for airtel to hold the no. for such cases (or) soon after deactivation the mobile no. moves to BSNL Delhi circle!

May be this is the scenario for MNP converted sim cards as well. Just curious to know how this works!

Every operator has their own rules for duration of soft deactivation and hard deactivation. Once the number is inactive the operator will put it into soft deactivation for a certain duration and if the person recharges or pays the bill in that duration then they can get back that number but if it's crossing that duration then it will be hard deactivated and can't be reissued to the person anymore and will be randomly issued to a new user.
 
Government plans to restructure debt and transfer MTNL's operations to BSNL due to financial struggles. Staff may opt for VRS or be transferred. Lack of latest telecom tech has led to subscriber losses for both firms.
