In brief, BSNL 4G is not pure 4G. Only upgraded 3G network with some techniques as they don't have any 4G spectrum in their hand. Moreover it's coverage is limited to 10Kms. And upgradation of this 3G network to "4G like" network is too costly as per this report. 😤

No operator will provide you pure 4G except newly launched like Jio as the old operator has established network for decades and you cannot uproot all your 2G/3G network overnight and if you do then 60-70 crore phone will stop working overnight. So upgrade is the only path left.

And regarding spectrum 4G can be launched on any spectrum if you have unified license, there is nothing like 4G exclusive spectrum. So it seems poor reporting by reporter without studying the case.
 
BSNL Partners Nokia for Rollout of 4G VoLTE Services

Nokia and BSNL have signed a network modernisation agreement to support BSNLs launch of 4G and Voice over LTE (VoLTE) services in western and southern regions of India, an official said on Monday.

Nokia would deploy the technology in 10 telecom circles in India -- Maharashtra, Gujarat, Madhya Pradesh, Chhattisgarh, Goa, Tamil Nadu, Andhra Pradesh, Karnataka, Kerala and Telangana -- serving large cities, businesses, technology and tourist hubs besides nearly 38 million BSNL subscribers, an official statement here said.

"Hunger for consistent change and innovation provides the fuel to drive us towards excellence. With this in our core, we are striving to offer the best in class network speed, coverage and capacity using the best technology available," said Anupam Shrivastava, Chairman and Managing Director of BSNL.
 
I swapped BSNL 3G SIM with 4G SIM today. They took Rs. 30
