Does BSNL have spectrum in the 2300 MHz band? However, today when scanning with NetMonster, the 2300 MHz band appears for BSNL. As far as I know, both BSNL and VI hold spectrum in the 2500 MHz band. Did DoT allocate 2300 MHz band to BSNL!

In our town, BSNL 4G is available, but coverage is very very patchy. Even Band 28 coverage is bad (May be, 4G is available only in limited number of towers for now). I am getting VoLTE, only when connected to Band 1. May be testing is going on.
Wait for 700Mhz to get deployed and follow the process @Aniruddha Dhar has done to activate VoLTE. Till then, say no to BSNL. We need blanket coverage of 700Mhz LTE to have good experience on VoLTE.
 
How do you guys identify which company is using which band and which generation network it is broadcasting.
Generally, 900 MHz is a 2G band, used by all operators in India, barring Jio.

3G is obsolete, So can be discarded except for BSNL (2100 MHz), still in use in some areas.

850 MHz, 1800 MHz, 2100 MHz, 2300 MHz and 2500 MHz bands are all used for offering 4G (or) 5G NSA (non-standalone).

700 MHz, 3300 MHz and 3500 MHz bands are used for 5G SA (Standalone).

Incase of BSNL, they are using 700 MHz for 4G first. Once they refarm 2100 MHz band from 3G to 4G, they'll use the 700 MHz band to offer 5G SA as well.
