We bought new 4G sim, while network search can see cellone 4G network but our phone connects only 3G, what could be the reason...this is in Mangalore rural.

it will be on testing mode, you will get 4G in most of cities while rural area, it basically depends on network enhancement or bsnl users in the state.

HP state. HP states has mountain area, bsnl network worked on 3G from very stable. We have 4G in limited area coverage. From my place, Network range in 3 bar so it can be in 4G for speeds. You have to try on flagships sim with good modem for signal receiver and coverage or manually select network.
In mid range smartphones under 35k with 15mpbs on 4G. Bascially A good network modem is usually boost up to 5-10mpbs.

Now when people call in to my number (with volte enabled on my number) it says the number cannot be reached or sometimes it says switched off even though I'm getting proper network, so I switched off volte option untill they provide some update.

Meanwhile now I am in Kerala, on 700 MHz band with Band 28.

Yes, i'm faced this issue sometimes, Please let BSNL number in your mobile for 7-14 days to get network properly. If you remove sim frequently so it will show you an error this like. I think BSNL hasn't fix this issue.

I am using BSNL 3G as my primary number since 2008. Should I upgrade my Sim to 4G as it's offering free 4G upgrade. I don't know whether 4G is at all available or not here.

Otherwise you may get some network issue sometimes in day or even cloudy weather.

BSNL 4G on 700MHz at Band 28 in Kerala, I'm getting VoLTE but switched off due to some call issues.
