As of now BSNL has test spectrum in Karnataka in B28 valid till 30th September. The official allotment hasn't happened yet so ideally they shouldn't be allowing retail customers to latch on to B28 4G.

In my village Siddakatte, Mangalore BSNL 4G started, also noticed while network search can see 12345 4G network, mostly it's BSNL only.

Yes, same for me also. 12345 shows along with BSNLs old name CellOne also.
