England cricket rights are with Star upto 2019, so India's tour of England will be broadcast on Star Sports.
Secondly, overseas broadcast rights are sold by the cricket baords themselves unless a channel has bought the Global rights. So Sky can't sell the rights to Star unless it purchased the global rights from ECB.

There is another point. When will ESPN break relation with Sony and join Starsports considering Disney has bought Star from Fox. If this happens within next year then Star can bid aggressively with ESPN backing

And Sony bags Cricket Australia broadcast rights for Indian market
Earlier ESPN left Star (or Star left ESPN) - not sure why that split for? but that decision made big setback to the ESPN Indian fans.
Now we highly welcomed ESPN under Sony. But I am sure somehow STAR wants the Australian Cricket back in their platform.
