Apple today seeded the second betas of new iOS 14.5 and iPadOS 14.5 updates to public beta testers, with the new betas coming two weeks after the release of the first public betas and just a day after Apple provided the second beta software to developers.

Apple has made a change to the way in which it secures its code in the latest betas of iOS 14.5 and iPadOS 14.5 to make zero-click attacks much harder. The change, spotted by security researchers, has now been confirmed by Apple and is slated to be included in the final update.

Two factors I can think of.

- He is upgrading from a different version than yours
- He has a different device (iPhone model) than you

The update size varies due to various kind of compatibility support the manufacturer adds based on devices.
