Yes. BSNL is one of the first company to start validity recharge, i used to do it on 2012 too on BSNL numbers.

With this new rule Airtel/Voda-Idea are forcing customers to do min. Recharge but it will be badly misfired many users who using their sims as secondary will throw them out or port to jio/Bsnl.

Jio also requires an active monthly plan without which you cant make or receive calls so only BSNL will be an exception.
