Bro's can I change registered mobile no in aadhar without visiting enrollment center?

Nope. Your biometric is the only accepted proof to change the RMN. And you need to visit your area Taluk Office or any Permanent Aadhar Enrollment Centre only.

You can go to your nearest post office. This service is also available through select postmen.

I thought it was still able to change it online if you already have a mobile number registered.

The Unique Identification Authority of India (UIDAI) has told the Calcutta High Court that granting of Aadhaar cards has nothing to do with citizenship and that even non-residents who have lawfully entered the country can be granted Aadhaar cards if applied for.

It has been like that since Aadhar was introduced. This is in fact printed on your Aadhar card itself. Aadhar is only a proof of identity and not your citizenship.
