Those would still be on test sites, the test network is operational for all operators currently but that's not a commercial network. Operators can't launch commercial network till they get the official spectrum allotment letter from DoT which is expected to come in a week from now once the fees are paid by the telcos. So the 15th September is still a doable timeframe if the operators already have the network infrastructure and the sim card logistics in place.

No SIM swap needed for 5G NSA. Airtel will launch 5G NSA with b1+C band or b3+C band. Jio might follow same route with b3+C band in initial stage and later they will launch 5G SA with band28+C band.
