Is the free win 10 upgrade still available or not ?
Windows 10 free upgrade is not available anymore.
You can still install windows 10. When it asks for product key click "I don't have a key" and proceed with the installation.

You got a new assembled PC. So, windows 10 will not be activated. If you got a product key try installing that key or if windows 10 was activated with digital licence then connect to the internet sign in with your ID, go to settings --> update and security --> activation. If it doesn't activate then use Windows 10 activation troubleshooter.

Here's what Microsoft says about license transfer.
If you got windows 7 OEM upgraded to Windows 10 then you can't transfer license to new computer.
If you got a retail edition of Windows 7 upgraded to windows 10 then you can transfer license only one time to a new computer.
If you got retail windows 10 license then you can transfer as many times you want.
