The chrome you mention is for dragging it to another desktop. It's not Timeline. Look here no apps are running in my PC but as I run VLC in morning so it is showing up

I guess chrome doesn't supports windows timeline feature. Played a song in VLC and closed it. Let's see if it does show up in timeline. For now VLC doesn't appearing in timeline history list.

you can try this
1. open settings --> system --> Sound
2. Click sound control panel
on the playback tab --> select speakers --> click properties
Go to enhancement tab --> Check loudness equalization --> Apply OK

It's better to do this way. But remember you won't be able to go back to previous version.
run disk clean up --> click clean up system files --> check all boxes --> click OK --> delete files
It'll delete that folder

Ys. you can delete.
Do a disk clean-up if u can. It could clear more unwanted files.
