Unable to access The Movie Database (TMDB) using Vi.

Dailymotion, ibn.co websites are blocked on my BSNL FTTH connection. Showing error " This site can't be reached". Not getting this site without VPN. My my question is, this block is affecting only some customers. What is this? I changed DNS multiple times but no good result...
