It is IP level blocking then. Vodafone 3G/4G should be providing dynamic IPs and your device assigned IP range should differ from your dad's device which is why it is accessible from his device.

Nothing to worry about. Just close the browser, disconnect from the internet and reconnect then re-check. Should work.
