Trai demands telecom's to provide calling benefits, voice sms with small data if they need, plans with no data also will be available for those user whom wants these plan for them at lower rates maybe for 28 days. They also complained about bigger GB data at pricing of 400+ for not benefits for them as seen by Trai.

If TRAI forces the telcos to introduce only voice and SMS plans then they may simply remove the data benefit from these value plans keeping the denomination same and satisfy the TRAI requirement. In that case the subscribers will only be at loss coz everyone needs at least some data and then they will have to opt for data add-on separately and operators will earn extra from that.

TRAI gives ideas to Telcos for packs without data, then these no data packs will harm low data users to just use for whatsapp and mail.😥

Looks like the ₹355 plan + ₹10 top-up. If it was a purely data plan then no one would opt for it when the ₹359 plan offers 50 GB data, twice of what is available in this plan for 365.
 
As i spoken before, Trai was very angry on telecom's companies about no plan which will benefits to those users only demand data, voice calling at low price. I think top-up can be added with separate recharge but at this point TRAI packs which brings joys to users for only surfing banking applications, whatsapp and other's mobile data activity like youtube at low resolution.

I think only Jio is already introduced this plan with this recharge portfolio. This will be added in next via Airtel or Vi in around 5 INR - 10 INR at rate difference.
 
If you just surfing your mobile data for applications uses internet connectivity like banking, google chrome, whatsapp messenger, youtube, third party upi app, 25GB is enough for them at this cost.
Major telecom arguments with plans prices with those demands unlimited data at low price which will be risky in business, it also use high frequency and cost of maintenance, that's why Jio uses 2GB per day conditions for unlimited data in 5G and other's will always follows,

It's just like Apple made first attractive design in iPhone then Google Android manufactures will trying to copy to sell them in low cost. If you look around Jio complementary apps are like Apple similar application.
