Before upgrading androud nougat the phone internet was functioning properly? If so then must be the os problem as its still in beta. This one could be a major bug which will fix with next update.

Ask him to try with a different phone, to confirm if it works properly in that.
 
Most probably LTE mode not been working properly in this nougat build.

Possible but need to flash via computer, you can check how to flash using google search.

I'll share my experience with Moto G device though every device is different. Yes, It's possible to downgrade. But you'll not be able to upgrade via OTA in future if bootloader version had changed in nougat beta. You need to manually flash if you want to upgrade again. If you do try to upgrade via OTA after downgrading, you'll hard brick the device and it'll be as good as a paper weight. You can come out of this brick only if you can blank flash the bootloader. So be aware and careful before downgrading.
