I'm from RPR and my ping is 3ms, I'm on the same plan as well.

I am like 300kms far from Raipur, and my ping is mostly around 6ms to 11ms, sometimes lower.

Also, my ping to the second hop (after router one) is also mostly around 3ms, which I suppose is from my city. So, it might just be poor optimization from Jio.
