If Vi buys unsold band 41, then it can be deployed as a single block of N41 as 5G, right?
Yes, the entire 40 MHz can be deployed as a single block for 5G if they choose to. Or as B41-B41 CA for 4G.

20 MHz of Band 41 (2500 MHz) has been assigned to BSNL in the 8 circles of Delhi, Mumbai, Kolkata, Andhra Pradesh, Gujarat, Karnataka, Maharashtra and Tamilnadu for testing purposes with validity up to 6th August 2025. The same has been updated in the spectrum holding chart.

Thank you for the update. That's why it's unable to latch on network or there is some another technical reason?

So Tamil Nadu and Karnataka will have 4G on band 41 before Vi. BSNL has updated 4G Map for Chennai I guess.

Test spectrum isn't open for retail users to latch onto during testing phase, it will become available to end users only after official allotment and commercial deployment.

So Tamil Nadu and Karnataka will have 4G on band 41 before Vi.
Looks like that for now. Though Vi now has enough spectrum availability in Band 41 to increase its holding to 40 MHz pan India similar to Jio and Airtel's holdings in Band 40.
