These people weren't forced to attend this events. They are the one to be blamed for whatever that happened here. But here is the big but here.

Many people are forced to work in these heat waves. What happened to government's heat wave action plan? No public holidays declared, no precautionary messaging spreads. Temporary shelter or cold water are not provided to anyone. IMO timing of work needs to be adjusted. Work can start from 5 am until 12 noon. Or from evening until 9 pm. Schools can be held during evening. Full wage for half a day's worth of work. This is a national emergency. Than again no one cares about health and wellbeing of citizens.
