on my list is evo 3d or sensation xe or xl

Increase your budget, and go for Sony Experia Arc S HD. Nice phone.
4.2 " touch screen, Android 2.3, 1.4GHz processor, HD Recording etcc. Price around Rs.20000.

If you wanna to choose from ur stated option tht is Neo V nd Ray..
then u shud go for Neo V..well its cheaper then Ray and is much well experienced phone by me nd my frnds...
But if you focus on camera too then u shud go for Ray...
Both are awesum one with similar battery backups..And gonna get the Android 4.0.4 ICS update in upcoming weeks...!!

ray is cheaper than neo v on ebay........ on neo v screen is big but on ray it is very small if screen on ray would be 3.7 inches it was ray for sure.... but if i chose neo v it has only 5 mp camera u can suggest me some other phone in this price range....
