We did not have any dam till now to block or divert indian share just like we have Farakka in West bengal to stop Ganga to flow to Bangladesh. So all water flows to pak then Arabian sea as pak also don't have any major dam. So all water is wasted.

As per the Indus Waters Treaty, India has full rights over the waters of the eastern rivers (Ravi, Beas and Sutlej). In return, India had to let the western rivers--Indus, Chenab and Jhelum--flow "unrestricted" to Pakistan.
