If we compare During last 2 months traffic of Jio Cinema and subscription had Amazon Prime, hotstar India doesn't have huge difference, it's shows lot of things short term freebie doesn't help them for long term sustain.

Jiocinema is such a buggy/laggy app, it has the worst UI/UX compared to any mediocre OTT.
Any show/movie takes a lot of time to load.
Even the content is difficult to find or is missing(hit HBO & WB content).

Unless the app gets updated to a newer codebase they won't be able to attract premium consumer.
