BSNL may not increase tariff from December 1rst. Because they modified some plans few days ago. In the new revision benefits are slightly increased. Additional Data and extra validity added for some plans. Some new plans introduced. Normally they revise plans monthly and release a table. We can assume atleast one month solidity for the new revised plans. I expect that BSNL raise tariff during December last week or January first week (2020).
My thoughts are based on Kerala circle and believing that things are similar for other circles.
Prepaid plan table released on some days before👇Previous one was released on October.

you'll get proper call quality & internet speed IF YOU READY TO PAY 1500 INR per month!!
I have paid close to this amount few years back for Blackberry data plan and have capabilities to pay in future as well. However, current scenario is way different where one can't ensure the coverage or data gaurantee.

Trai is unlikely to make an immediate intervention on tariff issues, including fixation of any floor price as of now despite industry's demands, sources said. Sources aware of Trai's views on the issue said that making any fresh move on floor prices or intervention does not make sense at this point, given that operators have already announced plans to hike tariffs in coming days

As operators have already announced that they will increase tariffs, Telecom Regulatory Authority of India (Trai) will wait to see how the entire situation unfolds.

Good decision. If Trai sets floor price, then all subscribers are forced to pay minimum monthly fee. As of now everything is with operators hand. Even there is price hike, a relaxation in paying a minimum amount can be expected. For example Jio requires no monthly recharge to stay sim active and BSNL's sim validity plans are comparitively cheap, Trai's intervention may make this things trouble.

I will Recharge my and others family members number with previous plans.
