Referring was below par, I'd told this earlier. EB vs BFC match was ideal example, The way Referee on that match missed to show card at crucial point and gave Sunil chetri penalty as Puja Gift, shows the level of Referring in this ISL.
AIFF & FSDL should think about referring panel.
