That was when ipl was to happen in March end. At that time, DC wouldn't be able to call in a replacement.
Now it's an injury so they can call in a replacement
Last year David Willey opt-out for the personal reason. No replacement provided. Not sure whether the same rule still exists this year. As I see Jason Roy opted for the same reason but still, DC got the replacement.

so testing rules are same as uefa champions league type untill start test continues
He will be available from England - Australia series. Also Cricbuzz article says "he will not be part of ipl owing to personal reason"
