as the matches of the upcoming 13th edition of the Indian Premier League (IPL 2020) will only be live streamed on Disney Hotstar. Both Hotstar and Jio decided against renewing the deal to live stream all the matches on digital platforms

Jio doesn't have any specific deal with STAR for IPL buddy! They do have one for BCCI matches that's why they are also telecasted in Jio Cricket Channels. IPL going to Jio as part of their Live channels buddy! If they have decided against it all live channels across star would have ended on JIOTV. I might be wrong but I'm sure that's the case.

Also if thats true then Hotstar easily can get past 10 million paid sub mark

Biggest loss will be to RR for inital matches as the were heavily dependent on players like Jos butter, Ben Stokes, Steve Smith,, jofra archer, Tom Curran, Andrew Tye
If these players are selected for that series series, then it will lot challenging for them for inital matches
Kkr too in trouble for inital matches, they spent huge money on pat Cummins plus other players like Eoin Morgan, plus Rcb may have to manage without Aaron Finch for inital matches. For kxip ones like Glenn maxwell and Chris Jordan might be missed. And who will open for Srh for initial matched if players like David Warner and Johnny Bairstow are selected for that series.
