They promised me 3.1 mbps but I'm getting 60- 100 kbps. Vodafone or airtel looks better than photon plus! I'm getting 7-10 mbps in my area ( Vodafone ).

Go for AirTel. Speeds are excellent and they have now launched a wifi dongle just like Tata Photon.
