First time got Continue instead of Open when installed a new app

I'm a regular user of this feature mainly for transferring big games from one device to another when not connected with internet. Other sharing apps share only apk files and not obb files (since accessing obb files aren't allowed now).

Also, Quick Share doesn't have app/game sharing features, doesn't it? If it has, then how to, please tell.

I guess Google Play Store in my phone is a little bit drunk these days.

After downloading an app, it freezes on "Installing" part and I'm thinking like why isn't it getting installed, just loading and loading. But the fun fact is the app is already installed and Play Store still at that "Installing" part. Happened to me three times this week.
Moreover, few weeks ago, after downloading an app (Disney+ Hotstar), a notification appeared from Play Store while I was browsing the app (Hotstar).
And you know what, the notification was "Can't install Disney+ Hotstar. Try again some other time".
Seriously! I was using the app!!

I guess not more, but a little bit drunk for sure.

That's something new! Saw this type of banner for the first time on Google Play.
"Users engage with this app less frequently than the other apps on Play."
