This was exactly what was happening in my TV when I streamed the TOGO movie earlier.
I believe that the "Display Res" field at the top indicates the highest resolution that the TV is capable of playing. So this is indicated as 4K since the TV is 4K.
And then the "Video Resolution" field seems to indicate the resolution that the 'current video' is being displayed in, along with the Frame Rate (Frames Per Second - - fps) indicated right next to it.

My net speed is below 8 Mbps...so not able to get more than showed in picture...1920×1080 even 4K movie...
Yes at the top it shows the Box capable properties...
Below shows the current playing video properties...
Right but net speed over 20 Mbps can be sufficient for 4K that I didn't have...

I am using a 100mbps broadband connection, with the 5GHZ Wi-Fi from the modem solely connected to my TV. I have no other devices that connect to this modem other than the TV. Meaning, there is no contention from any other devices for this Internet connection's bandwidth. Moreover, when I play 4K content in Netflix, it plays 4K content in the TV.

I am not using a separate box for my apps, especially when it comes to 4K content. I have directly installed the Hotstar app on my Android TV, by downloading it from the TV's Google Play Store.
