Sorry for entering in between the discussion. It is interesting to read so i too wanted to join and share my little knowledge.

Sai bro, dynamic ips are not illegal. The difference is when a device is assigned a static ip address, the address does not change. Most devices use dynamic IP addresses, which are assigned by the network when they connect and change over time.

For example, Once a dynamic ip is assigned to you can be given to another person. Static ips are mostly paid ones which is given by special request from ISP and more secure as it can't be used by others and assigned to you only.

And coming to proxy, a proxy ip based server is basically another computer which serves as a hub through which internet requests are processed. By connecting through one of these servers, your computer sends your requests to the proxyserver which then processes your request and returns what you were wanting. Hence it changes the ip. It can be a vpn (virtual private network).

Optimus bro, opera mini uses its own proxy servers to serve pages to load more quickly which you can't disable. However some advanced web browser provide that option. Opera browser have that option for example!
