PM Narendra Modi's Veiled Attack At Pakistan: A 'Mindset' In South Asia 'Breeds' Terrorism

New Delhi: Prime Minister Narendra Modi yesterday hit out at Pakistan for promoting extremism and said that its backing for terrorism was hurting the economic development in the whole region. Without naming Pakistan, PM Modi said that the neighbouring country "breeds, inspires and encourages terrorism", and thus obstructs growth in the region.

"There is one thought in South Asia which breeds, inspires and encourages terrorism. The thought whose priority is not humanity, but extremism and terrorism," PM Modi said while speaking at an event to honour martyrs of the 1971 Bangladesh liberation war

The event was also attended by Bangladesh Prime Minister Sheikh Hasina, who is on a four-day State visit to India.

PM Modi said that while India and Bangladesh focused on economic development of the entire region, Islamabad was following an ideology that promotes terrorism. "Our region is defined by three ideologies, which are a reflection of the thinking of the society and government. One thought is focused on economic development, to take all social groups along. Bangladesh is an example of this.

"The second thought is 'Sabka Saath, Sabka Vikas' (bringing everyone together for development)... Every neighbouring country of India should also prosper. Development of India alone will be incomplete," said PM Modi.

Without naming Islamabad, he continued: "There is a mentality in South Asia against this mindset... A mindset that promotes terrorism, which has a value system which is not based on humanity, but on violence and extremism.

"The main aim is to spread terrorism. A mindset in which policy makers feel terrorism is bigger than humanity, destruction is bigger than creation and betrayal is bigger than trust. This mentality is the biggest challenge to peace, social harmony and development. This mentality obstructs development in whole region".

The PM said that ideology of extremism will not help anyone and urged "all countries move towards development"

E-rickshaw routes in Delhi to be regularised

The Delhi government’s transport department has decided to streamline the movement of e-rickshaws in the national capital by regularising their routes. The department will soon initiate a study on routes where there is an “actual” need for the battery-operated vehicles to ply, a senior government official said. In January this year, the Delhi High Court had directed the AAP government and the police to frame a comprehensive policy on the plying of e-rickshaws in the capital. “As of now, there is no route regularisation of e-rickshaws due to which they occupy more space, causing traffic jams on several busy roads. The transport department will regularise their routes in several areas,” the official said

The official also said that a detailed report on the issue will be prepared and subsequently submitted to the government for a final nod. In Delhi, the operation of e-rickshaws is banned on 236 roads, including 77 roads in New Delhi, 38 in South Delhi, Ring Road, Vikas Marg and the Shakarpur Chowk to Mother Dairy road, besides others However, there is no strict prohibition on their movement by the authorities. In a bid to promote these vehicles, the Delhi government has also been providing subsidies to the buyers of registered e-rickshaws.
While issuing directions to the Delhi government and the police on framing a comprehensive policy, the court had in January said, “The intent of the policy should be to ensure that only registered e-rickshaws ply on the roads after payment of registration and insurance policy charges.” It had also suggested consideration of the Centre’s suggestion to cap the number of such vehicles, considering the road capacity here

Kolkata Police to set up database, remind drivers to renew PUC

In an attempt to bring pollution levels under control, the Kolkata Police is planning to set up a database of drivers in the city to ensure they procure Pollution Under Control (PUC) certificates on time. According to sources, officials are preparing a database of names, contact details and other pollution certificate-related details of vehicle owners. Based on this database, people who are yet to procure the certificate will get an alert message from police

“It’s in the planning stage. We are working to prepare a database with the help of PUC centers and the public vehicles department. Once done, people will get alert messages,” DC (traffic) V Solomon Nesakumar told The Indian Express. Sources said a lack of awareness is an issue, with many not being aware of the purpose of PUC certificates or how often they need to be renewed. “Pollution is at a dangerous level, and knowing such things is important to ensure reduction in pollution level,” said an official

While the database is likely to help spread awareness, it will also be helpful in cases of road mishaps, as police will be able to access contact details of drivers involved. Sources said reminders issued will also serve to address one of the most cited reasons for expired PUC certificates – forgetfulness on the part of the driver. “The department is working to intimate customers through SMSes a few days before their PUC certificate will become invalid. We are working to implement this system,” said a senior Kolkata Police official.
The Motor Vehicles Act stipulates that a vehicle should get a pollution check done every six months, sources said, adding once the pollution level is checked by any PSU centre, a certificate is issued. According to sources, the transport department also maintains a database of vehicle owners, but does not keep track of updates such as changed mobile number
