Correct me if I'm wrong and continue adding the ones which I missed. I will be adding India rights and USA rights here:
India -- Starsports/Hotstar (Both India and USA)
Australia -- SonySports/Sonyliv // Willow TV
England -- SonySports/Sonyliv // Willow TV
Srilanka -- Sonysports/Sonyliv // Willow TV
ICC -- StarSports/Hotstar // Hotstar USA and Willow tv
West Indies -- No Broadcaster // Willow TV
Newzealand -- Expired( Star) // Expired (ESPN)
Bangladesh -- No Broadcaster // Willow TV
Pakistan -- No Broadcaster // Willow TV
South Africa -- StarSports/Hotstar // Willow TV
Zimbabwe -- No Broadcaster // Willow TV
IPL -- StarSports/Hotstar // Hotstar USA and Willow TV( only TV channel No digital)
CPL -- StarSports/Fancode // Willow TV

So, In india WestIndies,Newzealand,Bangladesh,Pakistan,Zimbabwe has broadcaster. Whereas in USA, everything is owned by Willow TV except Newzealand which got expired in January from ESPN
