Bro I just checked.I tried adding a Prepaid BSNL number on this portal but it is giving error. Also existing added number can't be checked. I think now this site can be used only by broadband customers. Rest part are not functioning anymore.

For me all the parts are working fine. I have 1 non-broadband Landline and 4 Prepaid GSM.
All the options are read to use.
Its only billing portal. BSNL is backward in technology so they use two portal. One for account modifications (plan change, complaints etc.) and other for billing. Earlier selfcare portal was using cdc.bsnl.co.in, sdc.bsnl.co.in, wdc.bsnl.co.in etc. 4 separate portal was there for four direction states.Moreover the earlier portal is also fully functional (Up and running) Authorize | BSNL Portal
