What is changing? Looks pretty much same to me

Benefits are untouched. STVs need a base plan to work while a PLAN works lonely. By converting an STV to PLAN customer saves some money on buying SIM validity.
I don't know why BSNL retains unlimited STVs (which need an extra voucher to work) when PLANs are offered with exactly same benefits.
