Installation is free as per bsnl norms. But the LCO, depending on your location, will charge you for the GPON+Router and installation. Probably around 2000-3000

My local caple operator says, installation charges 2600+router 3900 =total 6500 for new fiber connection😒and no ip tv now

Definitely too much. Installation charges will be typically around 500-1000 for normal distance. Is your location is very remote and should they extend cable from a long distance? If yes, then they might be charging you for the cable.

Router price is acceptable if he is providing a good brand "Dual Band GPON router". If it is a single band, then you can buy it yourself for around 1500-2000. So, check with him about the brand and bands.

If he is still demanding high price you can submit the application directly at local bsnl office or book it online.

Reason could be he wanted you to opt for private network as the margin from BSNL is less. Apply through local BSNL office they will take care. Few days before i contacted our operator for our neighbour he said no installation charges. Also if we take one year plan he said he will give free router also.

first i go bsnl office ,they staffs says we do not the installetion ,only caple operator do the work
 
Yes, bsnl has outsourced the installation almost everywhere, hence they wont help you much. Try negotiating with the lco because at the end he can only waive off the installation charges, currently he is asking too much or find any other operator.
