Commercial break limit was not from court but from Govt and broadcaster filed a case against that govt rule in supreme court and got a stay order .

And India right will not hurt people so much because broadcaster are bound to share live feed with DD National

But the shared feed is legally available only on DD Free Dish and Terrestrial platform, elsewhere it is blocked.
