Does this T20I series have DRS and other changed rule (started from 28th Sep)?
ODI series didn't have it as the series started before 28th Sep.
Definitely DRS will not be there. It's for ICC World Twenty20 tournaments only. The first T20 tournament scheduled to use DRS will be the 2018 ICC Women's World Twenty20.

DRS is applicable, as showing after 1.4 Overs of Indian innings.
