Just top order is problem. Phil Salt doesn't look like ODI batsman. Let him be in T20s. Jacks should be promoted to opening(even in RCB) and Sam Hain can come at number three. More settled team will win for England. They need to drop Rashid post CT.

All the new players selection from T20I format they are also following Pak formula selection process..
In today's era trend each format have different captains need so that they can focus on that particular format.
