I ordered facewash worth 200rs and received OTP delivery. It was through ATS.

Definitely not for garments at least. I've received many (from ATS) without OTP.

Amazon has not made it clear that for which type of orders it requires OTP

@Spark :) bro, the mentioned article is not at all conclusive. ATS not mentioned, 'high-value order' is just a generic statement. Also as @Bapun Raz bro mentioned, ₹200 value order is definitely not high-value.
