HELP : One of my cousin brother has balance of rupees 378 (approx) the thing is that he can't use this amount in any circumstances. So, will this balance will be transferred to bank account like Postpaid users or will transfers this to new operator?

As per TRAI notification your balance will be transferred to new operator.
