I don't understand your dislike of Airtel's Fiber expansion through the LCO model. I mean Airtel manage the installation and customer services themselves even in the LCO operated areas.
In case you don't know, LCO only does the mainline construction and maintenance part. Airtel does proper verification and power check before making the area feasible and starting the service there.
About the underground or overhead fiber debate - It shouldn't matter to a customer as long as they get satisfactory services. Due to underground digging and overhead pole to pole cable regulations in bigger cities, many existing fiber feasible areas are even removing fiber cables. So whichever way (overhead or underground) you get the service, get the connection first, try it then if the service is not satisfactory then complain. Be grateful that Airtel is at least still trying to expand in many cities despite the hurdles. On the other hand, Jio has fully shifted focus to AirFiber.
