Elections are there every year in 1 or more states, there was polls in 2014, 2015, 2016, 2017, 2018 so u mean to say nothing should be done as polls are there.

Learn about GST and then talk, GST Council 50% power with centre and 50% power with states, so without states help centre cant do any changes.
